Um verdadeiro fórum democrático.
O blog tem também o objetivo de propiciar uma interação entre os integrantes das duas Instituições Policiais responsáveis por prover a Segurança Pública no Estado do Rio de Janeiro.
O blog não terá um moderador de comentários, o que possibilitará que TODOS OS COMENTÁRIOS encaminhados sejam PUBLICADOS, portanto os Policiais Militares e Civis poderão estabelecer conversações para o debate dos temas que nos afligem, na busca das soluções urgentes, principalmente para as questões salariais, as questões de ascensão profissional, as questões relacionadas com as péssimas condições atuais de trabalho e as questões relacionadas com a politização da Polícia Militar e da Polícia Civil.

A "impossibilidade" de um Policial Civil de carreira conseguir ser Delegado.
Agradeço.
A cumplicidade entre os Delegados de Polícia e os Promotores e Procuradores chega a ser, quase criminosa, senão imoral.
Na prática, os Promotores comem nas mãos dos Delegados e sabem disso, por isso eles estão tão bem frente a todo o resto do contingente policial.
A única solução que eu vejo é a unificação das polícias e o término da carreira de Delegado.
Parabéns aos idealizadores deste blog. Precisamos de gente como vocês, com coragem e seriedade, sem preconceitos e eclusivismos corporativos.
Sigam em frente sem receios. Fiquem seguros nos objetivos e longe dos ódios e das patologias psiquiátricas, como encontramos em alguns blogueiros da blogosfera policial, cujas psicopatologias deveriam curar num analista, mas preferem desfazer seus traumas do desmame aqui.

Na verdade, o que os Delegados fizeram foi se separar na PCERJ para conseguir melhores salários, uma vez qualquer percentual dado no conjunto da Instituição sempre cria um impacto na folha significativo. Daí, espertamente, ficaram isolados lá em cima para comerem o caviar sozinho. Geniais, hein.
Muito boa a colocação feita pelo anônimo anterior, mas infelizmente a tiragem mais simples não teve força para evitar tal escrecência, porque os delegas sempre tiveram muita força com os políticos, até porque, muitos se elegeram deputados e negociaram benefícios só pra eles. Na PCERJ é assim mesmo, para os delegados tudo e a tiragem que se vire. Estamos num barco sem rumo, sem comando, sem sonho, sem esperança, tal como vocês na PMERJ, só nos restando Deus mesmo.

Devemos lutar para que novos canditados a policiais do Rio de Janeiro primeiro sejam praças e inspetores e não terem acesso direto aos postos de oficiais e delegados. Só com essa mudança conseguiremos todos sermos uma classe só: a de policiais do estado do Rio de Janeiro.

No fim de semana houve uma CONSULTA AS BASES DOS DELEGADOS. Muitas foram as reinvindicações, sempre pelos interesses deles, por eles, para eles e mais ninguém! A Polícia só funciona com eles e para eles. Até gratificação de central de flagrantes pediram? Será que é legal vários flagrantes ser feitos por nós simultaneamente e assinados por Eles???????
Na mesma consulta, NÃO SE FALA EM ACABAR COM AS MESADINHAS, PENSÕES, PPs, SAIDEIRAS, ADIANTAMENTOS, BICHO... apelaram pelos padrinhos, INHOS, Dr. LEÃO, Dr. VEADO, etc. Será que não vêem que a corrupção deles, por eles e para eles ACARAM COM A POLÍCIA FLUMINENSE. A Operação Furacão fase 2 já acabou, ainda faltam 3 fases e eles não estão nem aí. CARA DE PAU HEIN!!!
Na mesma consulta eles não pedem gratificação por ficar olhando à distância enquanto trabalhamos, ou melhor, fazemos o trabalho deles. Só pedem a gratificação para assinar!!! O Chefe da Polícia Civil, Delegado de Polícia Dr. Gilberto da Cruz Ribeiro, tendo em vista o interesse para toda a classe policial, faz transcrever o VISTO do Chefe da Procuradoria de Serviços Públicos da Procuradoria Geral do Estado do Rio de Janeiro – PGE, devidamente aprovado pela Exma. Sra. Procuradora-Geral, cujo teor trata que somente o Delegado da Polícia Civil possui competência para lavratura do Termo Circunstanciado:

Processo Administrativo nº E-09/223/1200/2005
À Exma. Sra. Procuradora-Geral do Estado do Rio de Janeiro.
MD. Dra. Lúcia Lea Guimarães Tavares
VISTO. Por estar de acordo com sua fundamentação e conclusões, aprovo o percuciente e bem lançado Parecer nº 17/2007/BTD/PSP, da lavra do ilustre Procurador do Estado Dr. BRUNO TEIXEIRA DUBEUX, que, ao proceder à nova análise do processo, entendeu por bem propor a revisão do posicionamento desta Procuradoria-Geral do Estado, outrora firmado na manifestação de fls. 185/188 do processo administrativo nº E-09/8112/0010/05 (apenso ao presente), do não menos ilustre Procurador do Estado Dr. DELCY ALEX LINHARES, chancelado pelo então Subprocurador-Geral Dr. SERGIO PIMENTEL BORGES DA CUNHA (fls. 189 do processo administrativo nº E-09/8112/0010/05, apenso ao presente).
Como bem salientou o Dr. Bruno Teixeira Dubeux, de forma lapidar, a competência para lavratura do termo circunstanciado a que se refere a Lei Federal nº 9.099/95 é exclusiva do Delegado de Polícia, porquanto se insere dentro das atribuições da denominada Polícia Judiciária.
A conclusão central apresentada no parecer que ora se aprova resta ainda mais reforçada com a expressa previsão legal no âmbito do Estado do Rio de Janeiro – artigo 24 da Lei Estadual nº 2.256/96 – de que a competência para lavratura do termo circunstanciado é do Delegado de Polícia. A norma estadual teve a missão de regulamentar, no âmbito do Estado do Rio de Janeiro, o artigo 69 da Lei Federal n º 9.099/95 e o artigo 144, § 4º, da Constituição da República de 1988.
Diga-se mais: visando a dar efetividade ao princípio da celeridade, tão protegido e pretendido pela Lei Federal nº 9.099/95, é de se destacar dois atos união celebrados no âmbito do Estado do Rio de Janeiro, prevendo ser o Delegado de Polícia a competência para lavratura do termo circunstanciado da Lei nº 9.099/95. Tratam-se: a) da Resolução Conjunta nº 002/96, da douta Procuradoria-Geral da Justiça e da Secretaria de Estado de Segurança Pública; e b) do Convênio sem número celebrado entre a Secretaria de Estado de Segurança Pública e o e. Tribunal de Justiça do Estado do Rio de Janeiro, nos autos do processo administrativo nº 162.862/05 (fls. 63/69 deste processo administrativo).
Argumente-se, ainda, na esteira da fundamentação aposta no parecer que ora se aprova, que a se permitir a lavratura de termos circunstanciados por Policiais Militares ou por outras pessoas incumbidas de alguma função de segurança, mas que não seja o Delegado de Polícia, estar-se-ia pondo em risco, ou mesmo violando, o devido processo legal dos supostos infratores, de verem contra si instaurado procedimento junto aos Juizados Especiais Criminais por autoridade manifestamente incompetente.
Em razão do exposto, sem deixar de prestigiar o valioso trabalho desenvolvido pela Polícia Militar no âmbito do Estado do Rio de Janeiro, aprovo em sua integralidade o Parecer nº 17/2007/BTD/PSP, encampando, inclusive as sugestões nele apresentadas, destacando a de imediata comunicação, caso alterado o posicionamento desta PGE, ao Comando Geral das Polícias Militar e Civil, bem assim ao Ministério Público, ao Tribunal de Justiça e à Secretaria de Segurança Pública.
Sugiro ainda, caso aprovado este parecer, seja ele encaminhado ao CEJUR/PGE, para fins de análise da viabilidade de sua publicação na Revista da Procuradoria-Geral do Estado.
Submeto, porém, a manifestação à análise superior de Vossa Excelência.

Certa vez um delagado antigão falou, eu defendo o aumento da tiragem, mas os de Delegado devem ser separados.
Por que isso?

Caro amigo vim aqui a pedido de um capitão da pm lhe contar o que acabei de descobrir.
Começarei pelo início do início. Sou hacker faz 5 anos. Ja invadi até o site do banco do Brasil. Fui contratado por um oficial (acho que é assim que se chama) não sei o nome dele mas creio que ouvi o chamarem de Peixoto, ou algo parecido com isso. continuando, ele me contratou para descobrir quem eram os donos do blog 200 anos e me pediu que logo após divulgasse pelos blogs que se encontram inseridos no tal 200 anos. E cá estou para lhe dizer que invadi o computador da pessoa que posta frequentemente e encontrei arquivos e e-mails que se dirigiam às seguinte pessoas: Hildebrando, paulo ricardo, Gilson, Cony, Rodolpho, Leonardo, Ronaldo antonio, Fialho. Essas pessoas mantem contato constantemente inclusive em seus e-mails encontrei muitos textos que foram publicados nos blogs, além de, como posso dizer, troca de informações.
Estou com tudo isso guardado e estou apenasr esperando ordens para entregar à policia federal. Infelizmente nao sei ainda como vou fazer pois sou um hacker e hacker vai preso! Continuando, haviam textos, troca de informações, algumas fotos que foram publicadas no blog, além de alguns comentários difamatórios que pelo o que pude apurar, alguns dos mesmos estão no próprio blog. Ou seja, eles comentam sobre eles mesmos. Que otários!
É isso, para felicidade ou infelicidade total de vocês, estarei espalhando essa notícia pela internet pois tenho que fazer valer a grana que ganhei.

Poderiam me informar a lei ou a Medida Provisória que concedeu o último aumento da Polícia Civil de 17% em 5 parcelas, ainda na gestão da Governadora Rosinha, em 2005?

Pronasci prevê polícia sem armas de fogo e mais próxima da comunidade

As armas de fogo dos policiais brasileiros deverão ser substituídas pela conversa e a proximidade com a comunidade, e as viaturas, por bicicletas. É assim que o governo federal quer que ajam as polícias militar e civil de todo o país. Este é o conceito da polícia comunitária, carro-chefe das políticas federais para o combate à violência reunidas no Programa Nacional de Segurança Pública com Cidadania (Pronasci).
— O atual modelo de policiamento é ilusório. Você vê a polícia passando e tem a sensação de segurança, mas não tem segurança — afirma o diretor do Departamento de Pesquisa, Análise de Informação e Desenvolvimento de Recursos Humanos em Segurança Pública (Senasp) do Ministério da Justiça, Ricardo Balestreri.
Para ele, é necessário substituir essa polícia por uma que dê prioridade ao diálogo com a comunidade, que seja indispensável nas reuniões de moradores. — Um modelo de proximidade com policiais caminhando nas ruas, andando de bicicleta. Mas se o modelo predominante é a viatura, ele passa o dia inteiro na viatura com a janela fechada —.
No novo modelo, a arma de fogo continua sendo usada, mas não será predominante. — Vamos substituir por uma arma não letal, como um rádio comunicador para pedir ajuda —.
De acordo com o diretor, o que mais incomoda o cidadão é a falta de liberdade cotidiana de ir e vir, é ter o seu salário roubado no fim do mês, a filha ameaçada sexualmente, a falta de segurança dentro da sua própria casa. — Esses fenômenos a gente reduz muitíssimo [a partir da adoção do novo modelo de polícia]. Há experiências no Brasil setorizadas que reduziram de 30% a 60% o índice de violência e criminalidade —.
Ele cita um exemplo prático. — Se está havendo roubo de botijão de gás, vamos dar dicas à sociedade do que fazer para diminuir o problema. Ao mesmo tempo, vamos ouvir da sociedade o que ela acha que a polícia precisa fazer —.
Para Balestreri, a polícia comunitária é um excelente exemplo e a polícia precisa voltar a ser exemplo. Ele lembra que a exceção ao novo modelo é o crime organizado. — Evidentemente não é a polícia comunitária que vai acabar com o crime organizado, que tem que ser combatido com tecnologia de repressão qualificada —.
Ainda assim, para ele, o que vai reduzir o crime organizado são as ações de investigação de inteligência, como políticas de combate à lavagem de dinheiro, infiltração e identificação dos chefões.
O diretor lembra que o atual modelo de policiamento foi introduzido com o golpe militar em 1964. — O combate à violência não funciona sem respeito aos direitos humanos. Desde 64, temos modelos de policiamento que não são respeitadores, que tentam acabar com a violência através da bordoada, da prisão, da matança. Não dá certo combater os criminosos da mesma forma que eles, do mesmo jeito que eles fazem com a sociedade. A gente se assemelha a eles —.

Foro privilegiado: STF proíbe PF de indiciar autoridades
Brasília - O Plenário do Supremo Tribunal Federal (STF) proibiu nesta quarta-feira a Polícia Federal (PF) de indiciar autoridades com foro privilegiado, que tem direito a julgamento na Suprema Corte. A decisão, de caráter definitivo, beneficia deputados federais, senadores, ministros de Estado, presidente e vice-presidente da República, entre outros.
Conforme a assessoria de imprensa do STF, seis ministros votaram a favor da proibição e quatro votaram contra. Segundo a maioria do Supremo, cabe ao procurador-geral da República, Antonio Fernando de Souza, indiciar as autoridades com direito a foro privilegiado. O tribunal também pode abrir inquérito para investigar autoridades, mesmo sem o pedido do procurador.
A decisão foi tomada após julgamento de dois processos ligados aos senadores Aloizio Mercadante (PT-SP) e Magno Malta (PR-ES).
Com a medida, Malta teve seu indiciamento pela PF anulado. Ele é suspeito de participar da chamada máfia dos sanguessugas - esquema de compras superfaturadas de ambulâncias a partir da aprovação de emendas orçamentárias.
Mercadante também teve seu indiciamento anulado pelo STF. Ele é suspeito de participação no suposto caso da compra de um dossiê contra integrantes do PSDB.

Uma surpresa no extrato bancário
Até um RioCard tem seu preço. Isto é, como o leitor vai perceber, não dá para relacionar o "ganho" do RioCard com esta eventual "perda", mas que é curioso que esteja acontecendo neste momento, ah, isso é. Não dá para negar que, como bem diz o ditado, "para quem está afogando, jacaré é tronco". Se o PMERJ puder economizar R$ 250 que seja com transporte, pode valer a pena, embora não seja o ideal. Mas não pode haver sacrifício de outro lado.
Por essas e outras que discordo de quem diz que "Tropa de Elite" "mancha a imagem" da corporação. A cena do sargento recusando as férias do soldado e pedindo dinheiro, a luta do aspirante pelas peças do carro, mostram apenas o que acontece: gente massacrada pelo sistema.
E, sobre férias, vale dizer: é tão real a cena do filme, que estamos vendo algo parecido, mas não é bem um sargento que está do outro lado da mesa debatendo com o soldado. Não.
O Estado não está pagando as férias, que normalmente são pagas juntamente com o salário do mês. Nesse mês de outubro, para quem está de férias, o acréscimo não veio no dia 10, mas no extrato bancário chegou a aparecer como lançamento futuro no dia 15/10, mas tal não aconteceu.
Policiais que têm perguntado na Diretoria Geral de Finanças são informados de que o Estado simplesmente "suspendeu" o pagamento, sem dar maiores explicações.
Creio ter chegado a hora de um posicionamento da OAB em relação ao assunto. Como cidadão fluminense, o eleitor tem de ser contra isto, já que uma paralisação eventual prejudicaria o serviço de Segurança Pública prestado pelo Estado.

A aposentadoria especial da Gloriosa "Política" Civil deste Estado do RJ, que qualquer estudante de direito sabe que fazemos juz, mais infelismente o Governo do Estado tem relegado, vem empurrando com a barriga, é um estupro administrativo!
Desrreispeito, a dignidade da pessoa humana, mas para o Estado que tudo pode, somos produtos descartávei, morre um de nós, colocar outo no lugar, com a "merreca " de salário é fácil colocar outo no lugar!
Pode se afirmar que o "governo", é contra o Estado, pois, deveria promover o interesse comum, o bem estar da sociedade, e não de grupos particulares que estão lucrando no Poder!
O apagão ético é tremendo no governo que não respeita os direitos dos Políciais, seja civis ou militares; não existe patriotismo e sim, amor ao patrimônio!
Se temos o ônus de arriscar as nossas vidas e também, de nossos familiares, porque não temos o bônus de ter um bom Plano de Saúde - onde está o direitos humanos, onde está a OAB, onde está o Governo do Estado.
Votei em Sergio Cabral, e até agora espero algo novo, uma mudança para melhor.
Fala-se de auto-estima, com Delegacias de ouro, para Policiais descalços! Armamentos de guerra para policiais famintos e sem esperança de melhorias.
Ainda creio que o Governador Sergio Cabral, possa mudar este quadro para melhor! Sei que existe algo de bom nele! Ele é pai, um bom filho e um bom marido!

O horror
Nos últimos dez dias, dois soldados da Polícia Militar viveram histórias semelhantes: se arrumaram para sair, colocaram a bolsa de trabalho no ombro, se despediram da família, pegaram o ônibus e, quando chegaram aos respectivos batalhões, receberam o telefonema dramático: sua casa havia sido incendiada por traficantes.
As duas casas ficavam em comunidades de baixa renda - que é onde pode morar um soldado, que ganha 880 reais por mês e de vez em quando tem que comprar a própria farda por R$ 150. As famílias, por sorte e graça divina, foram poupadas. Mas quase tudo foi destruído. Casas queimadas por completo, restando algumas poucas roupas e objetos.
Em breve, mais detalhes das duas histórias. Vamos torcer para que as autoridades se mobilizem para tirar os dois soldados da situação de risco. Vamos torcer para que a sociedade expresse repúdio aos dois episódios, que devem ser notícia amanhã.
Vamos torcer para que a sociedade em geral pense (sim, nisso vale a pena pensar) que a segurança dos cidadãos está nas mãos de gente que tem a casa incendiada e a família expulsa. Gente que ganha R% 880.

As férias do mes de novembro foram "garfadas" pelo Governo. Atenção policiais não confiem neste governo.
Nunca um Governador humilhou tanto os Policiais Militares e a Polícia Militar quanto o Sérgio Cabral que condena os Policiais Militares sem dar aos mesmos o direito de defesa, rasga a Constituição, que jurou defender ao renegar a PRESUNÇÃO DE INOCÊNCIA, lembre-se sr Governador o sr já foi acusado de corrupção e invocou esse direito, por que não dá-lo aos Policiais Militares? Por que condená-los, muitas vezes sem provas? Por que condená-los mesmo quando são absolvidos pela Justiça, a quem compete julgá-los e não ao Senhor? Pense como um Governador e não como um político a cata de votos, o sr foi eleito para governar e cumprir as leis e não para julgar, sem direito de defesa, esair cabalando votos.

Prezado Comandante,
Esta carta foi escrita como uma última tentativa de mudar o que não consegui em quase uma década. Meu desânimo, que culminou na desistência da minha carreira, foi cultivado sistematicamente dia após dia, através da observação e vivência de atitudes que desprestigiavam meu bom-senso, capacidade crítica e intelecto, sobre os quais passarei a discorrer mais adiante.
Após ter sido aprovado, em 1998, num dos concursos mais concorridos daquela época, ingressei na Escola Naval, tendo preterido uma carreira de engenheiro eletrônico na UFRJ. Julgava que a carreira naval se mostrava mais promissora, com estabilidade, interstícios bem definidos e ainda um certo prestígio junto à sociedade. Esse foi o espírito com o qual fui admitido na Marinha do Brasil. Após cinco anos de formação, e apenas um de oficial, já havia tomado a decisão: não havia como permanecer nesta carreira, a não ser, literalmente, "com o sacrifício da própria vida". Um sacrifício contínuo, que eu via se abater sobre todos os meus colegas de Praça d´Armas, fossem eles Segundos-Tenentes, Capitães-Tenentes ou até Capitães-de-Mar-e-Guerra. Não estou falando de um sacrifício honrado, merecido, daqueles que se vêem nos filmes e são inerentes aos heróis. Não, o sacrifício de que falo, nessa carreira que insistem em chamar de "sacerdócio", era um sacrifício inócuo, quixotesco, cujos maiores feitos eram a contagem correta e ilibada – quase obsessiva - de vidros de mostarda no balanço de paiol e a maquiagem bem feita, a qual custou toda uma noite em claro, para o recebimento de uma autoridade que só se importava com a idade do whisky que iria ser servido.
Todos esses fatores me levaram a buscar uma carreira extra-Marinha, o que consegui, com a ajuda de meu Senhor Jesus, quando fui aprovado para o cargo de Analista Administrativo do TRE-RJ, o qual estou exercendo no momento. Mas o que me impressiona mesmo é que, a despeito da minha anterior posição, no início de uma brilhante carreira que se desfraldava para mim, nenhuma autoridade se interessou em descobrir por que eu havia decidido abandonar a Marinha. Eu não era um desempregado em busca de um trabalho tampouco um estudante recém-formado em direito, mas um Oficial de Carreira das Forças Armadas que resolveu, como já foi me dito, "trocar os botões dourados por uma salinha suja numa repartição". No mínimo, é inquietante que a Diretoria de Pessoal esteja realizando pesquisas de satisfação cujo resultado seja que esse êxodo deve-se à "falta de cursos no exterior" e ao "sucateamento dos meios". Esses não são, nem de longe, os reais motivos. E, pelo menos, quanto à oficialidade da Marinha, também não o é a remuneração. A prova disso é que pelo menos metade dos oficiais que estudam para concursos também busca carreiras de nível médio, cuja remuneração é menor, mas possuem maior qualidade de vida em relação ao regime semi-aberto que se tornou a carreira naval. Se nós formos buscar os reais motivos dessa insatisfação coletiva, porém velada, veremos que são causadas por problemas estruturais, e não conjunturais. Sua causa não está nos baixos salários, embora eles estejam realmente abaixo da média do funcionalismo público federal. Nem no reduzido orçamento, que de fato está sendo cortado ano após ano. E muito menos na redução da quantidade de meios operativos. O valor desta carta reside neste ponto: todos os problemas que serão abordados podem ser resolvidos dentro de casa, através de iniciativas internas, independentes de orçamento, e – o pior – em pouquíssimo tempo, por meio de decisões administrativas simples, que não são tomadas por má-vontade, orgulho, miopia administrativa ou apego demasiado a uma tradição caduca, que emperra e desagrega esta Força, ao invés de uni-la em laços comuns, na medida em que origina ações e ordens contraproducentes que contribuem sobremaneira para o mau andamento do serviço.
Compreendemos que as Forças Armadas, conceitualmente, exercem um papel primordial na manutenção da paz, na dissuasão de hostilidades estrangeiras e na consecução dos nossos objetivos estratégicos como nação – assim como consta nas tão festejadas apostilas da Escola de Guerra Naval. Ainda mais, acreditamos e gostaríamos que essas metas fossem alcançadas, com seriedade e profissionalismo. O problema é que também compreendemos quão diametralmente opostas desses objetivos estão as decisões e atitudes tomadas por nossas autoridades, que destinam porções generosas dos recursos para a pintura incessante de equipamentos que já não funcionam por falta de recursos. Que se apropriam das já parcas etapas de alimentação e as transformam compulsoriamente em "sobras lícitas", de modo que possam comprar parafusos, tinta, cera e bancar coquetéis para almirantes que festejam a decadência da própria Força. Que investem milhões de reais do contribuinte na compra e manutenção de meios já defasados, que onerarão ainda mais o orçamento, já que os próprios países de origem não toleram seu custo-benefício, isto se considerando que são países ricos. E, o pior, cada atitude dessa vem travestida de honradez e pundonor. A pintura de piso, de sucata, de ferrugem (somente para o dia de uma visita), se reveste do caráter de limpeza e organização, de modo que não fira os olhos de uma autoridade que reluta em não ver a realidade. O saque da nossa mesa vira espírito de sacrifício, o que vem acompanhado de manipulação das notas fiscais para que a comprovação de gastos com solda seja transformada em aparelhos de TV para a tripulação. E a aquisição de "novos" meios deteriorados é motivo de orgulho das autoridades, que se gabam de fortalecer a instituição em tempos de dificuldades, ainda que tenham comprado o refugo de outros países. Esses meios NÃO irão contribuir para a soberania da nação – não andam, nem funcionam, e ainda exporão a vida da tripulação a um risco desnecessário, pois nossos navios não possuem mais portas estanques, nem sistemas de combate a incêndio eficientes, e suas instalações funcionam na base do "gatilho", sendo isto um dos grandes geradores da sobrecarga de trabalho à qual nossas praças e oficiais de baixa patente estão submetidos.
A chave para se compreender o choque de gerações que ocorre em nossos tempos é a divulgação da informação. O movimento conhecido como Tenentismo , um conhecido de longa data, se manifesta atualmente enriquecido e ligeiramente modificado, uma vez que não se utiliza mais do embate das armas, e nem possui o fervor patriótico de outrora. Com a Internet, ficou muito difícil para o sistema de formação de oficiais privar os alunos e aspirantes da realidade reinante, como acontecia antigamente na chamada "bolha". Hoje, é praticamente impossível realizar uma lavagem cerebral completa, que torne o militar subserviente o necessário, pois a visão de mundo que um jovem tem não o permite – e essa é a causa de tantos oficiais superiores reclamarem que "não se fazem mais tenentes como antes". Eu e meus colegas enxergamos a Marinha como mais um órgão estatal, que tem suas funções específicas definidas em lei, e atualmente não está executando-as de forma adequada; não vamos tomá-la pelas armas, nem nos insurgirmos em revoltas. Não, nós não amamos a Marinha acima de nossas próprias vidas, pois isso sequer faz sentido. E entendemos que o mercado de trabalho também mudou, inclusive na iniciativa privada, onde ninguém mais tem um emprego para a vida toda; aplicamos isso em nossas vidas particulares e decidimos que podemos trabalhar onde melhor nos convier, seja por pagar melhor ou ter uma rotina de trabalho mais agradável, e isso sem o peso na consciência de largar o "sacerdócio". É muita inocência achar que iremos abdicar, conhecendo nossa capacidade, competência, potencial e qualificação, de carreiras públicas que nos oferecem dignidade pessoal, respeito profissional, horário de trabalho justo e, de quebra, remuneração inicial de Contra-Almirante.
Para estudar para meu concurso, tive de fazê-lo em oculto, sob pena de ser execrado do convívio da Força ou perseguido. E fui punido por não ter comunicado minha inscrição, assim como preconiza a retrógrada legislação vigente. Porém, fica o aviso de que o número de oficiais descontentes que agora estudam escondidos é muito maior do que os mais de 30 tenentes que cancelaram seu Curso de Aperfeiçoamento nos últimos dois anos e do que a turma somente de Aspirantes que fechou uma sala exclusiva na Academia do Concurso Público.
Há de ser ressaltado que a geração de oficiais superiores e almirantes atualmente no comando foi formada durante o regime militar ou no pós-regime, uma época bem mais intensa nos valores e também nas arbitrariedades. O mundo mudou, as relações sociais, econômicas e empregatícias também, mas a Marinha insistiu em cristalizar-se novamente em suas tradições, e quanto mais o tempo passa mais esta instituição se afunda num anacronismo intenso. O mundo realmente pode ter mudado muito rápido para que algumas autoridades pudessem ter absorvido, mas é para tentar mudar um pouco essa mentalidade que passo a discorrer sobre algumas das principais causas de insatisfação na Marinha do Brasil:
SERVIÇO
· As Forças Armadas possuem uma singularidade em relação a outros órgãos e empresas, sejam públicas ou privadas: submetem seus militares a mais de 24 horas de trabalho contínuas. Isso seria simplesmente imprescindível caso estivéssemos em tempo de guerra. Mas considerando-se que nossos maiores inimigos são a sujeira do piso e o amarelo por fazer, não há respaldo para essa prática. Após o serviço, o militar não deve cumprir o expediente normal, visto que foi privado da sua noite de sono, tempo de lazer e convívio com a família. Médicos e policiais cumprem seus plantões (e muitas vezes conseguem descansar neles), são rendidos pela manhã e vão para casa. A carga horária semanal não deveria, constitucionalmente, exceder as 44 horas semanais – embora batamos com orgulho no peito nos vangloriando de que não possuímos direito algum – mas, com apenas um serviço na semana essa carga sobe para 56 horas. Numa escala muito comum, 3 por 1, o militar pode chegar a cumprir 80 horas semanais, sem nenhum tipo de compensação. É comum que cabos e marinheiros concorram a escalas de 1 por 1, sendo liberados, como um favor, ao meio-dia do dia de sua rendição. Eles cumprem 108 horas semanais, 145% a mais do que permite nossa Constituição, que defendemos com o sacrifício da própria vida.
· Durante o serviço nos fins-de-semana, é comum a prática de detalhar "faxinas" a serem realizadas no tempo vago – seja lá o que isso for. Durante o dia, o militar deve se desdobrar em 2 quartos de quatro horas, sendo um de madrugada, além de cumprir os adestramentos previstos. Nessas oito horas, ele permanece em geral em pé, no calor do sol e no frio da madrugada, e, para que não consiga se refazer entre um quarto e outro, é colocado para tratar conveses, limpar corredores ou soldar chapas no seu tempo vago. Será que perder o seu descanso semanal remunerado não é o suficiente, o militar tem que sentir dor o tempo todo? Nesta Força existe um conceito muito errado de que nossos militares são máquinas que devem produzir em tempo integral e de que qualquer tempo ocioso, incluído o de descanso, é desperdício.
· Os oficiais são obrigados, em geral, a permanecer em pé no portaló durante seu serviço – desde 06:00h, para fiscalizar(?!) o quarto d´alva –, visando basicamente a realização de cerimonial para visitas de autoridades não-anunciadas e a manutenção do alerta vermelho máximo para a passagem de lanchas de almirantes. Considero isso um desrespeito à minha formação e capacidade intelectual, uma vez que sou relegado a um mero soldado de chumbo, enfeitando um portaló, enquanto sou subaproveitado nas minhas tarefas administrativas. Cabe às autoridades definirem: o que é mais importante, um cerimonial que pode vir a acontecer ou a realização das tarefas administrativas vitais do navio? Sempre achei que tivesse estudado demais para ter simplesmente a função de ficar em pé por mais de 10 horas seguidas. O oficial de serviço pode sim, muito bem, ficar volante no navio, e atender situações que realmente façam jus à sua presença. Quanto ao procedimento das visitas não-anunciadas, já está na hora das autoridades se conscientizarem de que a máquina estatal não pode ficar completamente mobilizada simplesmente aguardando seu repentino aparecimento, de modo a louvá-las e engrandecê-las.
· É comum que se avalie a escala de serviço como "muito cochada", se arbitre uma satisfatória e depois se inventem postos desnecessários para se justificar esse aumento, de modo que não fiquem militares à toa, "sobrando", como se a folga da escala representasse mão-de-obra ociosa. Lembro também de quando estava na Escola Naval, onde o segundo-anista não poderia pegar menos serviço do que o terceiro-anista, e então criaram um "plantão do bar" para piorar a vida do segundo ano, e, comparativamente, melhorar a do terceiro (redistribuindo, assim, as cotas de infelicidade). Essa prática é muito comum também na Esquadra, matriz do "Caldeirão Naval", onde a escala do oficial não pode ser maior do que 5 por 1 e já houve caso de mais de três oficiais estarem de serviço em um mesmo dia desnecessariamente. Sei que um oficial pode se qualificar para concorrer à escala em mais de um navio, assim como eu mesmo já fui qualificado, e sem muito esforço; durante o expediente, cada navio poderia ter seu próprio oficial de serviço para resolver problemas administrativos, e, após, somente um dos oficiais se responsabilizaria pelos navios durante o pernoite. Ou então, os oficiais de serviço poderiam simplesmente ficar de sobreaviso, com um celular. Como a manutenção do Grupo de CAv geralmente é citada como impeditivo para a diminuição da tabela como um todo, lanço a V.Sas. um desafio: arquitetar um plano de combate a incêndio efetivo que se utilize somente dos militares de serviço. Isso se mostra na prática inviável, pois combater um incêndio com doze ou oito militares dá no mesmo – teremos que disparar o Halon ou chamar a brigada de bombeiros e GSE. Ressalto que a quase totalidade dos incidentes decorre da presença de pessoal a bordo, ou seja, quanto mais gente houver na tabela de serviço, maior será a quantidade de pessoas necessária para cuidar da tabela de serviço. Só haverá incêndio na cozinha se ela for utilizada, incêndio na coberta se esta estiver habitada, rompimento de rede se estiver pressurizada. A manutenção de uma tabela de serviço que pernoite a bordo é a causa mater dos sinistros, e sua diminuição ou extinção alteraria sobremaneira o paradigma do CAv. E, afinal de contas, se CAv fosse tão importante, as tomadas de incêndio não deveriam estar entupidas com Kaol.
COMISSÕES
· Sem esquecermos que, dentre as profissões do mar, só os pescadores são mais mal-remunerados do que nós, podemos fazer algumas considerações.. Se é fato que nossa compensação pecuniária é irrisória, então que haja compensação como há na Petrobrás: seja adotada a escala de 15 por 15, pelo menos (ou seja, um dia de licença para cada dia de comissão), sem se falar na escala de 14 por 21 adotada por aquela empresa, que é considerada de vanguarda até no âmbito internacional, e, logicamente, deve possuir uma capacidade administrativa de referência. Realmente somos homens de madeira em navios de ferro, e merecemos descanso depois desta atividade tão ingrata, que é se fazer ao mar, já que nem fazemos jus à compensação orgânica. Seria implausível abrir mão dos militares por tanto tempo? Creio que não, considerando que em cada dia de mar estamos 24h a serviço, período de tempo três vezes superior ao nosso expediente normal. Se a Marinha inventou tantos obstáculos administrativos de modo que uma tripulação operativa não possa se ausentar para ter descanso, que se transfiram essas responsabilidades para uma unidade administrativa, bastando uma alteração em DGPMs, SGMs, ou qualquer outro pedaço de papel. Afinal, alguém deve dar suporte aos nossos militares, ou não?
· Sendo o mar um ambiente inóspito por natureza, os tripulantes ainda são obrigados a cumprir expediente entre o enjôo e o serviço, embora o navio esteja em um período dedicado à vida operativa. Um mínimo de descanso e conforto é necessário ao marinheiro para que realize suas tarefas a contento e ajude a diminuir o stress que naturalmente surge em condições de afastamento e confinamento.
· Por último, o que considero mais desrespeitoso: obrigar a tripulação a baldear e pintar o navio no dia do regresso de uma comissão, sem ao menos terem tido a chance de verificar como estão seus familiares. A pintura não pode ser - ou transparecer que é - mais importante do que nossas famílias.
ROTINA E ADMINISTRAÇÃO
· Consideramos como nossas prioridades administrativas a desburocratização, a impessoalidade (nisto também subentendida a extinção do queromarinst, a mais arbitrária, arcaica e amadora forma de gerência existente), a definição de objetivos claros que devam ser alcançados e de prazos razoáveis a serem cumpridos – todas as nossas tarefas costumam ser "pra ontem", revelando o descompasso do nosso planejamento organizacional – , e o uso racional do dinheiro público. Por isso, não aceitamos pintar o piso para a visita de uma autoridade, ou pintar o navio antes mesmo de atracar, após três meses de comissão, como se retornasse da Terra-do-Nunca: isso é desperdício. Não aceitamos que se sirvam banquetes para autoridades, e depois compensem com semanas servindo macarrão com salsicha para a tripulação: isso é desrespeito. Inclusive, se há a coragem moral nesta Força de que tanto se ouve falar nas Praças d´Armas, então que se sirva para as autoridades extra-MB que visitarem nossas OMs o mesmo rancho que comemos diariamente. Esta é a melhor maneira de protestar pelo corte de nossos recursos. E, que, finalmente, a Marinha entenda que manutenção de limpeza e arrumação não é nossa função constitucional. Enquanto houver Capitães-de-Fragata passando os dedos com luva em cima de armários não poderemos nos concentrar nas tarefas que realmente importam.
· Assim como eu chego sem atrasos todo dia, em um horário definido, gostaria que a licença fosse cumprida desta mesma forma. O licenciamento não é um favor, muito menos concessão do comando: é uma obrigação com o militar que já cumpriu seu expediente diário. Não há como solucionar todos os problemas da MB em um único dia (e cabe ressaltar que a maior parte dos nossos problemas são explicitamente gerados pelas idiossincrasias de nossos oficiais superiores e almirantes, que desejam governar este órgão como melhor lhes parecer, satisfazendo suas prioridades pessoais e relevando as da organização). E se for necessário ficar após o horário, que haja compensação noutro dia. Além disso, a maior humilhação à qual me sujeitei durante estes mais de quatro anos de oficial foi suplicar, diariamente, para poder ir embora após cumprir meu expediente. Nós simplesmente não temos que nos despedir, como um ato de educação, mas ficamos atrelados a uma AUTORIZAÇÃO para irmos embora, o que gera um mal-estar horrível após ser repetido duas centenas de vezes, e ainda nos atrasa, em pelo menos, quarenta minutos por dia, tempo médio para vencer as filas dos nossos superiores nas mais diversas instâncias.
· Num passe de mágica, algumas autoridades pensam que podem apagar, através de confraternizações, o dia-a-dia estressante que impõem aos oficiais subalternos e intermediários, tornando todos "uma família" imediatamente. Essas confraternizações são marcadas, em geral, fora do horário de expediente, e são compulsórias, tornando-se um prolongamento (realmente longo) deste. Minha geração não troca o convívio de suas famílias por amigos de copo, e amizade verdadeira não exige comparecimento contrariado. Se todos estivessem satisfeitos, o congraçamento seria conseqüência natural. Quando o coquetel é realizado durante o dia, mostra-se mais um revés interessante: passam-se três horas ou mais de expediente no evento, e julga-se que isso não é errado – esse tempo desperdiçado exige, invariavelmente, uma dedicação suplementar para resolver as tarefas negligenciadas. Mas quando é necessário a um oficial sair mais cedo para resolver um problema, ele fica sendo mal visto. Isso é um exemplo clássico da nossa cultura: pode-se matar o expediente para beber, mas não para tratar de nossa vida pessoal.
· Como resultado de alguma carência afetiva, certas autoridades ficam nervosas se não receberem o bom dia, ou o boa noite. Esta é uma frivolidade que deve ser encarada da seguinte forma: as pessoas têm coisas mais importantes para fazer do que dar boa noite compulsoriamente umas às outras. Esse evento ocorre naturalmente ao haver um encontro fortuito entre duas pessoas educadas, e não deve ser objeto de recomendações intimidadoras ou ordens de parada.
· Por se falar em parada, esta consiste em uma das melhores formas de desperdiçar mão-de-obra. Como se ninguém soubesse sua função na OM, reúnem-se os oficiais para se despacharem ordens geralmente de caráter individual, ou se fazem verdadeiros grupos de discussão sobre assuntos aleatórios e fantásticos, enquanto todas as praças aguardam em formatura. Em suma, a OM fica parada por quase uma hora e depois se estende o expediente após o horário. Definitivamente, isso não é GQT. A parada pode ser feita por e-mail e os assuntos individuais, tratados individualmente...
· Assunto grave e delicado: caixa de economias. Se, hoje mesmo, o governo dobrasse nossa etapa de alimentação, melhoraríamos o padrão do nosso rancho ou dobraríamos nossa receita? Se é difícil trabalhar na escassez do orçamento, que se apliquem pelo menos os recursos corretamente na sua previsão legal. Não existem "sobras lícitas", pois na realidade não há sobras. Esta sobra artificial é criada quando se estipulam metas financeiras a serem atingidas em detrimento da qualidade de vida de nossas tripulações; como, então, exigir comprometimento? Como ser leal com quem nos retira o bife para comprar parafusos, tinta e souvenires para autoridades? Se não há previsão orçamentária para nossas despesas correntes e manutenção dos meios, então que nossos almirantes parem de ter medo de apertar quem se deve, nosso governo (se bem que apertar a própria Força é mais fácil e não arrisca a nomeação para cargos na ONU), e EXIJAM que sejam repassados os recursos necessários. Mas o que vi todos esses anos é que é mais cômodo exigir a excelência dos mais modernos, exaltando a "criatividade", como ouvi em tantas Ordens do Dia, quando na verdade não existem ferramentas adequadas, computadores em condições de uso ou nem sequer pano para limpeza, que deve ser reaproveitado até depois de rasgado. Esse é o exemplo de coragem e abnegação a ser seguido no Bicentenário de Tamandaré?
· Finalmente, o mais grave, por se tratar de crime: química. É inadmissível que se exija dos subordinados que se mascarem notas fiscais a fim de burlar o controle orçamentário que a própria Marinha idealizou e exportou para a Administração Pública com tanto orgulho. É desnecessário me aprofundar neste tema, mas eu alerto a todos que julgam que "os fins justificam os meios" que a grande quantidade de oficiais descontentes que foram aprovados como Analistas do TCU e na Polícia Federal recentemente pode vir a mudar o destino de quem tem grande prazer em resolver os problemas de bordo a qualquer custo, se achando acima da lei, ou que pensa que pode se explicar a um magistrado dizendo que o fez "em prol do serviço". Oficiais que desejam fazer o que julgam correto são mal vistos e retirados de suas funções para não atrapalharem o "bom" andamento do serviço. E isso também se aplica à venda ilegal de óleo combustível.
Embora não haja espaço nesta carta para citar todos os nossos vícios, como, por exemplo, a forma amadora de condução do reparo de um navio, esses são, no meu ponto de vista, alguns dos principais problemas geradores da desmotivação que se alastra pelos Oficiais Subalternos e Intermediários na Marinha, e são a causa do êxodo que vem ocorrendo. Eles são mutáveis, pois são concernentes à postura das nossas autoridades. A pena que as FFAA e, em especial, a Marinha, pagará, se não corrigir este problema postural, será ter uma lacuna irreparável em seus postos a médio e longo prazo. Se nossos almirantes decidirem descer dos pedestais e encararem a situação como homens valorosos que são, entenderão que este é um momento de guerra e medidas difíceis devem ser tomadas. Entendam: esta Força, como hoje conhecemos, não vai subsistir, nem de um modo, nem de outro. Se essas mudanças não forem feitas agora, as baixas em massa serão cada vez mais freqüentes e mais fortes, e, quando o remanescente da minha geração chegar ao comando, as fará. Se forem tomadas agora, a Marinha se tornará um lugar agradável de se trabalhar e muitos corações que hoje estão inclinados a sair podem retroceder. Não se enganem, existem Aspirantes do 2º ano estudando para concursos, e também Capitães-Tenentes em postos-chave, sendo que a média de espera para aprovação em um concurso é dois anos. É uma decisão a ser tomada rápido, antes que haja um colapso administrativo, e não existe como prender as pessoas com ameaças de indenização de cursos – o que, aliás, é inconstitucional.
É hora de rever as políticas de motivação e de aposentar o "Manual de Liderança da Marinha": parar de movimentar militares contrariados quando houver voluntários; respeitar a programação de férias que o militar fez com sua família com seis meses de antecedência; não tocar regresso geral fim-de-semana para comparecer a uma regata (teoricamente, isso é lazer); não exigir de todos nós que demos um "jeitinho" quando não houver previsão orçamentária (o famoso "fazer no amor"); não colocar como prioridade do nosso serviço o apito para lanchas de autoridades, sob o risco de receber uma mensagem exigindo apuração do fato; parar de achar que nossa oficialidade vai ter como sonho de vida tão somente esperar talvez ser Almirante dentro de trinta anos. Estas medidas surtirão muito mais efeito na qualidade do nosso trabalho do que qualquer "Programa Netuno", recém-divulgado, que já nasce com uma incongruência típica: enquanto toda a Administração Pública Federal terá oito anos para sua implementação, a Marinha implementará seu "pacote de qualidade" em um ano, com a famosa fórmula "embrulha e manda", se valendo do mascaramento de índices e avaliações.
Quanto a mim, sei que vou servir melhor ao meu País no TRE do que na Marinha, porque cansei de servir com amadores. Cansei de jogar dinheiro pelo ralo e de ver boas idéias se perdendo num labirinto de vaidades, priorizando-se limpeza e arrumação ao invés de segurança nacional. Cansei de pertencer a um celeiro de alcoólatras e pais ausentes; terei efetivamente tempo para me dedicar à minha família e viver dignamente, como não faço desde 19 de janeiro de 1998. E se alguém que ler esta carta se propuser a refutar meus argumentos, estarei à disposição, pois nunca fui de me fechar ao debate por uma simples questão hierárquica.

Quando falo que nós cidadãos de bem temos que resistir ao crime, não é brincadeira, não. Sabe qual o mecanismo da tentação? O desejo queas quatro unidades de um belíssimo notebook pelo preço absurdo de R$ 610. Um modelo que não custa menos de R$ 2.700. Estou na fase de pesquisa de preços para adquirir meu primeiro notebook, que se tornou bastante necessário para quem trabalha com internet hoje em dia. Aí recebo um e-mail bonitinho no meu desktop de casa, com foto e tudo, oferecendo um notebook custando menos quatro vezes do que o preço de mercado. Vai dizer que não é uma tentação?
Pois aí é que mora o perigo de cedermos ao crime. Com certeza esse equipamento foi adquirido ilegalmente, deve ser falsificado, fruto de contrabando ou de sonegação fiscal, práticas delituosas comuns nesse negócio de computadores. E se não for nada disso pode se tratar apenas de um golpe e meu "olho grande" me deixaria totalmente vulnerável. Por tudo isso, não vou ceder à tentação de comprar um notebook baratinho. A gente precisa revogar a lei de Gerson.

DATA LIMITE DE AUMENTO PARA PMs E BMs e Policiais Civis: 05 DE ABRIL

lembram-se quando da exoneração do Cel PM Ubitaran Ângelo, do comando Geral da PMERJ, que o Chefe do Gabinete Civil do Estado do Rio de janeiro, Sr Régis Fichtner, afirmou ao colunista Jan Theophilo, do Informe do Dia, que o Estado não iria negociar sob pressão e que só falaria de salário em abril ou maio?
Atentem ao que estabelece a Lei Federal nº 9.504, de 30 de setembro de 1997 :
"Das Condutas Vedadas aos Agentes Públicos em Campanhas Eleitorais
Art. 73. São proibidas aos agentes públicos, servidores ou não, as seguintes condutas tendentes a afetar a igualdade de oportunidades entre candidatos nos pleitos eleitorais:
VIII - fazer, na circunscrição do pleito, revisão geral da remuneração dos servidores públicos que exceda a recomposição da perda de seu poder aquisitivo ao longo do ano da eleição, a partir do início do prazo estabelecido no art. 7º desta Lei e até a posse dos eleitos."
O Significado é o seguinte: O Estado só pode nos dar um aumento até 05 de abril, ou seja, seis meses antes da eleição de 05 de outubro, portanto quando o Sr Régis Fichtner disse que só negociaria em abril ou maio, ele estava seguindo a mesma linha de negociação de 2007, isto é, não irão nos conceder nenhum aumento salarial!
Caros leitores, se até 05 de abril de 2008 o Governador Sérgio Cabral Filho não nos der um reajuste salarial decente, por força de lei, ele só poderá nos conceder este ano os 5% da inflação prevista , portanto o tempo corre contra nós, por isso que eles querem calar o Militar Legal por 30 dias.

ONU critica nossa política antidrogas - Por: Humberto Trezzi
A nova lei sobre drogas no país, pela qual o usuário é condenado à prestação de serviços comunitários e não à cadeia, recebeu ontem um petardo desfechado pela Organização das Nações Unidas (ONU).
Relatório divulgado pela Junta Internacional de Fiscalização de Entorpecentes (Jife), das Nações Unidas, concluiu que a condescendência com o usuário enfraquece a capacidade de investigação das polícias. Mais do que isso, o documento da ONU diz textualmente que "a nova lei pode dar a entender à opinião pública que o governo está tratando o narcotráfico com mais indulgência".
As críticas vão além e diagnosticam dificuldades em aplicar a nova lei antidrogas, que trata o usuário como doente, por falta de estrutura na rede pública para recebê-lo, como clínicas de reabilitação. Um drama que os familiares de usuários de crack em Porto Alegre e outras grandes cidades cansam de relatar.
O relatório causou tremendo constrangimento, porque foi lido em Brasília diante das maiores autoridades brasileiras no combate às drogas - entre elas o secretário nacional Antidrogas, general Paulo Roberto Uchôa.
Uchôa disse que a Jife comete um equívoco ao sugerir a volta de severas punições a usuários de drogas e lembrou que a nova lei é dura contra os traficantes, além de criar a figura do financiador do narcotráfico. Está aberta a polêmica. A ONU, quem diria, é mais inclinada à tolerância zero do que as autoridades brasileiras.
Será que os legisladores do Brasil, no seu mundo de ideais e boas intenções, erraram a mão e abriram comportas para que uma legião de viciados vague pelas ruas, como insinua o relatório das Nações Unidas? O tempo se encarregará da resposta.

Pode até está se perguntado como uma pessoa que estuda tanto e continua na PM, eh! Dra. Não me formei pra sair da PMERJ, me formei para satisfação pessoal, sabe aquela história de que um combatente já nasce feito, pois é sinto-me realizado pelo que escolhi. Nunca quis fazer concurso para delegado Estadual, pois amo a minha PMERJ e aqui ficarei até a reserva remunerada, depois daí poderei pensar em alguma outra tarefa, mas deixando bem claro, não farei concurso para delegado estadual, como delegado estadual já basta a minha amada e querida esposa e vem a senhora achando que é a sabe tudo, dando exemplo de que o policial não poderia saber determinar numa briga de casal se a intenção do agressor era lesionar ou matar, digo-lhe a verdade, o policial militar, esse que dizes ser incapaz, poderia até fazer o TC para as lesões leves e encaminhar as partes para o Juizado Especial Criminal, sem saber se tratar de uma tentativa de homicídio, acontece que lá chegando, o MP vislumbrando a tentativa, aditaria ao órgão competente ou até mesmo a instauração do IP etc., Dra. Ou seja, a carga tributária que nos aflige é praticamente o dobro daquela exigida por Portugal à época da Inconfidência Mineira, o que significa que pagamos hoje literalmente "dois quintos dos infernos" de impostos...
Para que? Para sustentar a corrupção, campanhas eleitorais, o PAC, o mensalão, o Senado e sua legião de "diretores", a festa das passagens, os cartões corporativos, o bacanal (literalmente) com o dinheiro público, as comissões e jetons, a farra familiar no executivo, os salários de marajás, etc. etc. etc..
